INTEGRATED PLANNING MEETING HIGHLIGHTS
FEBRUARY 6, 2004 12:30 p.m. - 2:00 p.m.

FACILITATOR: DR. TOM MILLER

In attendance: Mark Clair, Fay Freeman, Tom Miller, Pamela Penland, Paul Tonning

1. Approval of the Highlights - The highlights were approved.

2. Integrated Planning Process/Review of Mission Statement Each Year/Review of Goals and Objectives - Fay noted the need for dialogue on how often we should review the mission statement and the goals and objectives. Tom said we might not need an extensive review of the Mission Statement every year. Tom Miller further indicated the goals have a built-in review in the proposed two-year cycle. Fay said that Dr. Skuster called for a review each year. Mark was in favor of reviewing the Mission Statement every year.. This topic will be deferred until our next meeting so that Dr. Skuster, Chair of the Mission Statement Sub-Committee can be here.

3. Review of Draft of the Master plan Goals from the Open Forum on Goal Setting for the Integrated Master Plan 1/29/04 - The dialogue revolved around the process for further input for the goals and objectives, which could include action committees, review by Cabinet, the four major operational areas of the College, College Assembly, etc. Fay suggested that the four operational areas of the College, (Superintendent/Presidents Office, Administrative Services, Student Learning, Student Services) should work with the action committees on the goals and objectives in their respective areas.

The committee reviewed the goals and recommended the following revisions:

1. Goal - Suggested Rewrite: Organizational Excellence - For the purpose of effective student learning, the College will develop, promote, and continuously improve a collegial environment based on collaboration, respect, encouragement, integrity, and empowerment among and between students, board members, administration faculty, and classified staff.
Forum Goal: Organization Excellence - For the purpose of student success, the College will develop, promote, and continuously improve a collegial environment based on collaboration, respect, encouragement, integrity, and empowerment among and between students, board members, administration faculty, and classified staff.
Possible Concepts For Objective:
  • Offer leadership training for students, faculty, administration, staff, and board members that focuses on effective collegial participation by Fall, 2005.
  • Offer semi-annual campus-wide retreat focusing on institutional collaborative communication by Fall, 2006.
2. Goal - Suggested Rewrite: Educational Quality and Effectiveness for Student Success - Student learning will be the central concern in the development, implementation, evaluation, and improvement for all courses, programs, and services.
Possible Concepts For Objectives:
  • Institutional Commitment to Student Learning - The College will develop and implement plans for learning outcome assessment in all courses, programs, and services and as a basis for resource allocation.
Forum Goal: Student Success - Student learning will be the central concern in the development, implementation, evaluation, and improvement for all courses, programs, and services.
Possible Concepts For Objectives:
  • Institutional Commitment to Student Learning - The College will develop and implement plans for learning outcome assessment in all courses, programs, and services and as a basis for resource allocation.
3. Goal - Suggested Rewrite: Economic and Community Development (add wording to include cultural enrichment, recreation, civic and social responsibilities) - The College will effectively meet changing community needs for education leading to employment.
Possible Concepts For Objectives:
  • The administration will identify a college entity charged with addressing community economic needs by June 30th, 2004

4. Goal - Suggested Rewrite: Technology - The College will integrate and utilize technology and provide quality technological training for the creation and delivery of instruction, support of programs and services, and the improvement of institutional effectiveness by enhancing student learning.

Forum goal: Integrating Technology - The College will be a model in the integration and utilization of technology for the creation and delivery of instruction, support of programs and services and improving institutional effectiveness.

5. Goal - Suggested Rewrite: Learning Centered Resource Management - Through utilization of prudent fiscal policies and the proactive entrepreneurial pursuit of increased revenue, the college will work diligently to secure solid financial resources to meet current and future enrollment growth, community learning needs and learning outcomes.

4. Planning, Improvement, Evaluation/Using Intersession for College-Wide Planning Retreat/College Hour in Compressed Calendar? - Tom expressed concern that the new compressed calendar will not allow adequate time for meetings to conduct college business. Tom suggested possibly taking time during the intersession to conduct college business, and/or possibly incorporating "college hour" into the compressed calendar. Tom also suggested a "college-wide retreat" during the intersession to accomplish college business.

5. Meeting Time - The committee discussed possibly moving our meeting start time from 12:30 to 2:00 p.m. Tom will check with a few absent committee members to determine if this is feasible, but it appears that the 12:30 time is the most workable for most people.
