Dr. May Kuang-chi Chen

Through a circuitous route, Dr. May Kuang-chi Chen went from earning her psychology degree in Taiwan to holding a leadership position at Cabrillo College.  Chen was the assistant vice chancellor for strategic enrollment management at Community College of Baltimore County for six years. She works with various college constituencies to develop and implement recruitment, admissions, retention, and transfer initiatives to ensure a successful and diverse student body.

She also has been playing an important role in minority achievement for public school students, in human relation enhancement, and in improving regional K-16 education systems through her contributions to the College Board’s Regional Council.

Chen made a long-term commitment to community college student access and success while working in New Jersey.  Through a comprehensive data analysis and planning process, she was struck by the huge gap existing between those “haves” and “have-nots,” and then fully convinced that community colleges would be the “key solution” for closing the gap.  Over the past 25 years, Chen’s leadership experience at community colleges has expanded to areas including strategic planning, policy research and formulation, data compilation and analysis, enrollment and student services, teaching and learning, faculty and staff supervision and support, curriculum development, financial and personnel management, and resource development.

Martha Rodriguez

Martha Rodriguez has been serving as EOPS/CARE, & DSPS Program Director/counselor at West Hills College Coalinga for eleven years.  This academic year she is serving as a full-time counselor for EOPS & DSPS.  Prior to coming to West Hills College Coalinga she served as a teacher trainer for the California Mini-Corps Program assigned to Merced Community College.  Dr. Rodriguez has served as a lecturer in the Teacher Education Department at California State University Stanislaus.

Michelle R. Williams

Michelle Williams attended Los Angeles Harbor college and received an Associate of Arts degree and then transferred to California State University, Dominquez Hills for her Bachelor or Arts degree. She then transferred to the University of LaVerne for her Master's degree. Michelle has been a counselor at Los Angeles Southwest college for 13 years. She did work for the CalWORKs program for six years and now EOPS/CARE for the last seven years.

Since 1988, Cheryl Fong has worked for the Chancellor's Office of the California Community Colleges, where she presently has systemwide responsibilities as the State Coordinator of the Cooperative Agencies Resources for Education (CARE) program and Consultant for the Ironwood Project, a college program for incarcerated students. 

Cheryl served on the Strategic Assistance Team for Compton Community College District and as interim Public Information Officer for the Chancellor's Office.  Prior to this, Cheryl worked at De Anza College (EOPS and Bilingual Center), San Jose State University (Asian American Studies adjunct faculty), and the National Coalition of Asian Americans and Pacific Island Peoples for Human Services and Action.   Her professional and community activities bridge her life-long interest in promoting educational opportunity and community empowerment, including current membership on the Board of Directors of the Western Center on Law and Poverty and Asian Pacific Youth Leadership Project (APYLP).  Cheryl serves as APYLP Vice President for Recruitment and Participation and is active with the Asian Pacific Legislative Staff Caucus in Sacramento.  She has been a member of the CCCEOPS Association since 1981.  Cheryl attended the University of the Pacific and received her B.A. and M.A. degrees in History and Ethnic Studies from San Jose State University.

Ruth Turner

EOPS/CARE coordinator Ruth Turner has worked for the College of San Mateo since 1990.  She has served on several EOPSA conference planning committees and is active in EOPS/CARE regional meetings.   Ms. Turner has taught a college success course for fifteen years; served on the college educational master plan and student development committees; and two terms on the college academic senate.   A graduate of San Francisco State University, she earned a master’s degree in Counseling.

Catherine Mooney

Catherine Mooney is the Director of Admissions and Records at San Joaquin Delta College with 18 years experience serving students.  Catherine has held the positions of Classified Senate President, Management Senate President, Matriculation and Student Access Committee Chair, Executive Secretary of the Policy and Procedures Committee, and is currently coordinating the Troops to College Program at Delta College.  She has been the recipient of the Academic Senate's Non-Teaching Award, Associated Student Body Government Leadership by Example Award, and Outstanding Manager for 2008 Award.
