Victor Valley College (VVC) was established by the authority of local voters in 1960, with its first classes offered in 1961. Instruction initially took place on the Victor Valley High School campus in Victorville. Today, Victor Valley College proudly marks more than six decades of service to the High Desert region and is now in its 64th year of continuous operation.

The College’s main campus is located approximately 90 miles north of Los Angeles in the High Desert of Southern California and serves a vast geographic area spanning nearly 2,200 square miles. The Victor Valley Community College District serves the communities of Adelanto, Apple Valley, Helendale, Hesperia, Spring Valley Lake, Lucerne, Oro Grande, Phelan, Piñon Hills, Victorville, and Wrightwood. Once characterized as semi‑rural, the region has undergone significant transformation over the past two decades, evolving into a growing industrial, commercial, and retail hub with a rapidly expanding population.

Victor Valley College has long been recognized as the region’s primary provider of workforce education and training. When industry identifies a skills gap, VVC is the place to be. As of 2023, enrolment data suggests that VVC is the fastest growing community college in California. For hundreds of thousands of students over the past six decades, the College has served as a gateway to higher education, career advancement, and lifelong learning. VVC continues to fulfill its founders’ vision of an institution that enriches the community while empowering students to build brighter futures.

Serving a fast‑growing High Desert population of nearly 450,000 residents, Victor Valley College maintains strong partnerships with the region’s educational institutions. Through the VVC Bridge Program, the College supports 36 feeder high schools, helping students transition successfully into postsecondary education. Victor Valley College is currently the fastest‑growing community college in California since Covid, with enrollment increasing by more than 50 percent over the past three years.

This sustained growth reflects the collective commitment and dedication of VVC’s faculty and staff and has resulted in the College’s reclassification as a mid‑sized institution. As a result, Victor Valley College now receives additional funding, further strengthening its ability to expand programs, enhance student services, and meet the evolving needs of the community it serves.

Ideal Candidate

  • The Victor Valley Community College District seeks a dynamic, experienced and collaborative leader to serve as the next Associate Vice President, Research, Planning, and Institutional Effectiveness and a member of the Superintendent/President's Cabinet.
  • The Associate Vice President provides strategic leadership and administrative oversight for college-wide institutional research, planning, assessment, accreditation support, and institutional effectiveness functions.
  • The incumbent leads integrated institutional planning processes aligned with accreditation, program review, student learning outcomes, student equity initiatives, and the College's Strategic, Educational and Facilities Master Plans. 
  • The position also directs the development and governance of institutional data systems, reporting solutions, dashboards, and data standards.

Required Minimum Qualifications

  • Master's Degree from an accredited institution in student services, higher education administration, educational research, statistics, data science, social sciences, public policy, or a closely related field.
  • Three (3) to five (5) years of progressively responsible experience in institutional research, planning, or institutional effectiveness in a higher education setting, including supervisory experience.
  • Experience supporting institutional planning, assessment, accreditation, and accountability reporting. Proficiency with spreadsheets, statistical software, database systems, ERO/SIS systems, (e.g., Ellucian Colleague), and data visualization tools (e.g., Power BI, Tableau).
  • Knowledge of state and federal reporting systems and regulatory compliance requirements.

Desirable Qualifications

  • Experience within the California Community College system, including knowledge of Title 5 regulations, participatory governance, categorical funding, and collective bargaining environments.
  • Experience serving as or supporting an Accreditation Liaison Officer (ALO) through a full ACCJC self-evaluation cycle.
  • Advanced proficiency in statistical programming (R, Python, SAS, SPSS).
  • Experience leading Strategic Plan or Educational Master Plan development.
  • Experience with grant research and compliance reporting (e.g., Title V, Strong Workforce, Perkins).
  • Experience with SCFF data modeling and enrollment analytics.
  • Experience implementing Guided Pathways and integrating academic and student services data.
  • Demonstrated ability to use disaggregated data to address equity gaps.
  • Experience with predictive analytics, cohort modeling, and machine learning applications in higher education.
  • Familiarity with cloud-based data infrastructure transitions.
  • Experience establishing data governance frameworks and managing ERP/SIS migrations.
  • Experience designing qualitative research (e.g., focus groups, climate surveys, basic needs assessments).
  • Ability to develop campus-wide data literacy professional development programs.
  • Demonstrated success building a culture of evidence within shared governance environments.
  • Possession of an earned doctorate from an accredited institution.

Knowledge and Abilities

Knowledge of:

  • ACCJC accreditation standards and processes.
  • CCCCO reporting systems, including MIS, DataMart, Launchboard, ARCC, and IPEDS.
  • Participatory governance principles under California Education Code.
  • FERPA and student data privacy regulations.
  • Institutional research methods, including quantitative and qualitative analysis.
  • Statistical analysis and interpretation of findings.
  • Institutional planning, assessment, and program review processes.
  • Applicable federal, state, and local laws and regulations.
  • Database design, enterprise data systems, and data governance practices.
  • Technical report writing and data visualization best practices.
  • Techniques for effectively representing the District in contact with government agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • District and mandated safety rules, regulations and protocols.
  • Techniques of providing a high level of customer service by effectively interacting with students, staff, faculty, representatives of outside organizations, and members of the public, including individuals of diverse academic, socio-
  • Mission and structure of the California Community Colleges system.
  • California Student-Centered Funding Formula (SCFF).
  • economic, ethnic, religious and cultural backgrounds, physical ability, and sexual orientation.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • Principles and practices of leadership.

  • Plan, organize, and direct comprehensive institutional research and planning functions.
  • Develop integrated planning and assessment systems aligned with accreditation standards.
  • Experience preparing and presenting reports to executive leadership, governing boards, and public audiences.
  • Analyze complex institutional data and translate findings into actionable recommendations.
  • Communicate clearly and effectively, both orally and in writing.
  • Present technical information to diverse audiences in understandable terms.
  • Apply appropriate statistical and analytical methodologies.

  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 

Salary

  • Executive Administrators (Cabinet Level) Salary Schedule at Range I ($13,265 - $18,336 per month)
